Planning & Zoning Commission

On September 25, 2013, the Board of Selectmen approved an Ordinance entitled “Planning and Zoning Commission” which abolished the then-existing Planning Commission and Zoning Commission and created a combined Planning and Zoning Commission consisting of seven regular members and three alternate members.

The Planning and Zoning Commission holds monthly meetings to discuss and review subdivision, special permit, site plan and zoning amendment applications. The Planning and Zoning Commission also reviews and makes recommendations for municipal improvements such as streets, parks, playgrounds, schools, land acquisition, sewer and water extensions. It also prepares, adopts and amends the Plan of Conservation and Development (POCD). The Commission also reviews changes to zoning regulations and the zoning map in consideration of the POCD and determines the manner in which zoning regulations are enforced. The Commission also prepares and is required to update the Town POCD at least every ten years.

Public Comment Policy"

The Canton Planning and Zoning Commission frequently acts in a quasi-judicial capacity when considering applications and as such is required to base its decisions on information presented on the record in a manner consistent with applicable law, fundamental fairness, and due process. For this reason, public comment on pending applications is received through an organized public hearing process; unstructured comment outside of that process may constitute improper ex parte communication, which may compromise fairness and put Commission decisions at risk of challenge on appeal. Beyond the formal public hearing process, the Commission values public participation and encourages members of the public to direct comments, questions, or ideas relevant to the business of the Commission to the Land Use Office, which can transmit them to the Commission in an appropriate manner consistent with legal requirements.  Because agendas and supporting materials are typically prepared the week prior to Commission meetings, communications received too close to a meeting date may be considered by the Commission on a subsequent meeting date.
