FREQUENTLY ASKED QUESTIONS      


1.  What is the correct address of the Town Hall?
The Town Hall is located at 4 Market Street, Collinsville, CT  06019.  Our Mailing address is PO Box 168, Collinsville, CT 06022.    

 

2.  What are your hours?
The Town Clerk’s office is open:

        8:15am-4:30pm on Monday, Tuesday and Thursday    

        8:15am-6:45pm on Wednesday

        8:15am-noon on Friday

                               

3.  What do I need to get a marriage or civil union license?
To obtain a marriage or civil union license, you need the following:
-You need to be getting married in Canton within 65 days

-Valid photo I.D. for both parties
-$30.00 for the license fee

-A Completed worksheet (click here for marriage worksheet)(click here for civil union worksheet)
-You must appear in person, but do not have to appear at the same time
-No blood tests are required

-Please call 860-693-7870 to schedule an appointment for your marriage license

 

4.  How do I obtain a Birth, Marriage or Death record?
For those records that are not confidential, a certified copy may be obtained for $20.00 with an application form.  Click here to learn more and download request forms. 

      

5.  What do I need for a dog license?
To obtain a dog license, you need the following:
-
Proof of current rabies vaccination
-Proof of neutering/spaying certificate (if applicable)
-$8.00 for a spayed/neutered dog or $19.00 for an unaltered dog

6.  Do you have a list of Justices of the Peace?
Yes, we have 16 Justices of the Peace.  Click here for the list.  

 

7.  How do I register to vote?
Click here for a voter registration form.  After you complete it, mail the form to Canton Registrar of Voters, PO Box 168, Collinsville, CT  06022.

 

8.  How do I obtain an absentee ballot?
An absentee ballot can be obtained from the Town Clerk's office for the following reasons:

-Active service in the Armed Forces

-Absence from the Town

-Illness

-Physical Disability

-Religious Tenents

-Duties as an election/poll worker

9.  Can you prepare a Release of Mortgage, Lien, or Quit Claim Deed for me?
This office is the recorder of original documents, creating a legal permanent record.  We do not prepare any legal documents or forms. You would need to seek the advice of an attorney in the case of a lien or transfer of property title or go to the original mortgage holder/bank for a release. 

 

10.  How can I add my spouse, child, nephew, family member, etc. to my deed of property?
You would need to call your attorney to prepare such a document.

 

11.  Where do I file my DD214 for Military Service?
Veterans who served in the military during a time of war, and own property or cars in the Town of Canton must file their military discharge forms (DD214) with the Town Clerk’s office in order to qualify for a tax exemption.  The Assessor’s office will make the final determination of the veteran’s benefits available.  Click here for more information.

 

12.  How long is my hunting or fishing license valid?
Sporting licenses are issued on a calendar year and expire on December 31st. For listings of fees click here.

 

13.  Where do I register a new business?
If you are doing business in the State of Connecticut, you must register a Trade Name Certificate with the Town Clerk of your town.  The filing fee is $5.  Check also with the Zoning Department to see if there are any additional requirements. Click here to download the form.

 

14.  Where do I get a passport?
Passports are handled through the North Canton Post Office and the Simsbury Post Office.  Click here for more passport information. 

 

15.  Where do I buy transfer Station pass and tokens?

16.  Do you have a copy of my survey or plot plan?
This office does have maps on file of subdivisions, condominiums, lot line revisions, site plans, and utility easements.  The designation is reflected in the description in the transfer deed of title.  If the map you are looking for is not on file with the Town Clerk, you can check with the Land Use office to see if they have one in their files. 

 

The Assessor’s office has Assessor’s maps showing the lot in the subdivision, but there is no house plotting on their property maps.  Click here to view Assessor maps.

The Farmington Valley Health District has maps concerning your septic system.  Click here to look up a septic as-built for your property.

17.  Do you have information on my well and septic system?
This information is available from the Farmington Valley Health District 860-676-1953.

18.  Do you have information concerning the location of the water main in the street?
This information is available from the Connecticut Water Company 1-800-286-5700.

19.  Who do I contact to find out if my home can be connected to public water?
This information is available from the Connecticut Water Company 1-800-286-5700.

20.  How far from the edge of the road does the Town’s responsibility extend?
There is no definite answer to this as each property is different. It can vary from no responsibility in the case of a State Highway, to the face of a stonewall or wire fence or the edge of pavement on an old highway, or to the monumented highway line on a newer subdivision. Each request must be examined individually and a determination made based upon the information available in the Town Clerk’s records.

21.  Is my road a Town maintained highway?
The list of Town maintained roads is available from the Land Use office.  Roadways under construction are private ways even if they are planned to be future Town roads. Maintenance of a private way is responsibility of the owner of the property. A road is not a Town road until either the Board of Selectmen or Town Meeting accepts it into the network of Town maintained roads.

The following roads are maintained by the Connecticut Department of Transportation (ConnDOT) District 4 Thomaston, CT office 860-585-2710:

Albany Turnpike US 44 & US 44/US 202 from the Simsbury Town Line to the New Hartford Town Line 

Bridge Street Conn179 from Maple Ave (SR 565) and River Road (Conn 179) to Torrington Avenue at Bridge Street

Canton Road Conn 179 from Bridge Street (Conn 179) at Torrington Avenue to the Burlington Town Line

Cherry Brook Road Conn 179 from Maple Avenue (Conn 179) at Bridge Street (SR 565) to Albany Turnpike (US 44)  

Dowd Avenue Conn 565 from East Hill Road to Albany Turnpike (US 44/US 202). This highway is not signed with a route number. 

Lovely Street - Conn 177 from the Avon Town Line to Albany Turnpike (US 44/US 202)

Maple Avenue Conn 565 from East Hill Road to River Road (Conn 179) and Bridge Street (Conn 179). This highway is not signed with a route number.

US 202 from Albany Turnpike (US 44/US 202) to the New Hartford Town Line

West Simsbury Road Conn 309 from Cherry Brook Road (Conn 179) to the Simsbury Town Line

22.  Do you have information concerning utilities at a particular location?
Not all utilities are available at all locations in Town. Questions in regards to service availability should be directed to the individual utility.  The following is a list of the public utilities providing service to the community:

a. Natural gas service is provided by CNG contact 860-727-3000

b. Electric power is provided by CL&P contact 860-947-2000

c. Telephone service is provided by AT&T. Customer service numbers may be found in the front of the White Pages.  

d. Public water service is provided by Conn Water Company contact 800-286-5700

e. Public sanitary sewer service is provided by the Canton Water Pollution Control Authority contact 860-693-7867

f. Cable TV service is provided by ComCast contact 866-728-1702

Before doing digging of any kind, you must call Call Before You Dig at 1-800-922-4455 at least two business days before you plan to dig..  Call Before You Dig will arrange to have all underground utilities marked on the ground before you dig.

23.  What is the zoning on my property?
The answer to this question is dependent upon the location of the property within the Town and consultation with the Zoning Map. It may require the question to be referred to the Town Planner at 860-693-7856.

24.  Are there wetlands on my property?
The answer to this question is dependent upon the location of the property within the Town and consultation with the Inland Wetlands Map. It may require a Certified Soil Scientist to verify the location or absence of wetlands. If you are planning work on your property in a watercourse or a wetland you must obtain a permit from the Canton Inland Wetlands and Watercourses Agency (IWWA) prior to starting the project.   Questions should be  referred to the IWWA Authorized Agent at 860-693-7892.

25.  Do I need a building permit to do ..... ?
This question should be referred to the Building Official at 860-693-7854.

26.  Is my land suitable to build a home, business, etc on?
There are potentially many parts to this question, as a number of local agencies may need to give permission prior to construction. There is usually no simple one step answer to this question and it will need to be researched with other staff members. The question should be generally be referred to the Town Planner at 860-693-7856.

27.  Can I fill the wet area or brook on my property?
Not without a permit from the Canton Inland Wetlands and Watercourses Agency (IWWA). The IWWA's Authorized Agent should be contacted at 860-693-7892 prior to any planned activity in a wetlands or a watercourse.

28.  Is a timber harvest regulated by the Town?
It depends on the location of the property. If the cutting of timber is within 100’ of the Farmington River, it is regulated by the Zoning Commission and the party should be referred to the Town Planner at 860-693-7856. If the cutting of timber or the construction of haul roads is within 100’ of a wetland soil or a watercourse, the activity is regulated by the Canton Inland Wetlands and Watercourses Agency (IWWA) and the IWWA's Authorized Agent should be contacted at 860-693-7892 prior to start of any activity.
