Office of Chief Administrative Officer In accordance with Article 7 of the Town Charter, the Chief Administrative Officer - who is hired by and reports to the Board of Selectmen - is directly responsible to the Board of Selectmen and shall have responsibility and authority for the administration of all Departments, agencies, and non-elected officers of the Town. In accordance with policies established by the Board of Selectmen, the duties of the Chief Administrative Officer include: - Coordination of administration of officers, boards, commissions, agencies, committees and authorities of the Town appointed by the Board of Selectmen except those functions expressly reserved or delegated to such bodies by law;
- Execution and carrying out of all ordinances, resolutions, regulations, policies and other action voted by the Board of Selectmen or the Town Meeting;
- Responsible for the operations of Public Works including highway and bridge work; maintenance or custodial work for any public building, park, playground, and road except those under the Board of Education jurisdiction; and administration and operation of the wastewater treatment facility;
- Supervision of the maintenance and custody of all records and accounts except those of the Board of Education;
- Contract on behalf of the Town for any services or materials required by any officer, board, committee, agency, authority or commission of the Town, except the Board of Education;
- Serve as the Town's Purchasing Agent for all services, supplies, materials, equipment and other commodities required by any office, department, agency, board or commission or authority of the Town in accordance with bidding and purchasing policies as established by the Board of Selectmen;
- Prepare and print an Annual Report after the close of the Fiscal Year;
- Prepare a preliminary annual budget including all estimated Town expenditures, except the Board of Education; and
- Hire and removal of all appointed officers and employees of the Town who receive compensation from the Town for their services as officers or employees, except the following employees appointed by the Board of Selectmen and all employees of the Board of Education: Town Clerk, Tax Collector, Chief of Police, Finance Officer/ Treasure, Fire Chief, Library Director.
