The purpose of the WPCA is to oversee the operation and maintenance of the sanitary sewer collection and treatment system.  In doing so, it ensures the waste water utility is financially self-sufficient through the establishment of a user charge system.  This enables adequate revenue to be generated in order to operate and maintain the facility while meeting the limits of its discharge permit.
